Typically the repeated boot/restart is an indication that the HDD has damaged areas. More than likely when you ask it to restore it is attempting to retrieve the data from the HDD in the image partition and it will typically retry 255 times before it either succeeds or fails for each attempt at retrieving said data.

Basically I would think the HDD is toast and there is no recovering it at this point.

New HDD would be recommended.

If you created your emergency disks you should be able to use them to install the new HDD.
