Since you can't visit any site then you won't be able to download any other browser. You may have to download the installation files for another browser such as firefox, google, or safari from another computer onto a jump drive.

Another option that you can try is to go to the control panel and click on internet options. There you will be able to reset all settings to default. This usually will fix errors such as that. If you have internet explorer 8, then you can just use Windows Update to install Internet Explorer 9.
