Logan makes a good point. If it's whining while you're watching videos, that's because the older, weaker CPU is straining to handle the video display tasks.

Switch to a single simple page - like http://google.com/ and see if the cpu usage is reasonable then, but maxed out on YouTube, it's simply a matter of an overloaded cpu. Nothing to do for that but get a new PC.
