I don't know how or why you think a nice new laptop would possibly make it worse but the answer is no, it would not be worse. It would likely run better but if your laptop came with windows 7 already installed it's not really old enough to kick to the curb just yet.

If it's compatible with Windows Vista then it is also compatible with Windows 7 they just haven't updated their compatibility list (for Sims 2). The two operating systems are nearly identical. (For Example: Windows XP and Vista are VERY different and that is why you would not be able to assume compatibility between the two.)

Forget buying a new laptop. Go to the website of the laptop maker (Dell, HP or whatever). Then download the newest drivers for your video card. This will be the most likely/best and cheapest solution possible.
