Open Question: cheap video card but good?
You have a small form factor PC with a very low powered (220W) power supply. It's not really meant for gaming and can only be slightly upgraded.
Since you need a low profile, short video card to fit in that case, the best you can do is the Radeon HD 6450. On the positive side, that will only put you back $55-60, and will work within the power supply limitation. A 6450 will play MW2 at moderate settings, but GTA4 will need to run at low.
Sorry. Gaming PCs really need to be full-width towers with room for decent power supplies and full-sized video cards.
