Open Question: how do i fix this computer technical problem?

I had also came across this issue, which keeps going into safe mode non stop, Do these steps. OK. go to "control panel", then find 'System" double click it, and click a tab "Advance", then you will see "start and recovery" under it there is "settings" click on it. Now find "edit" click on it then you will see this line:

[operating systems]
multi(0)disk(0)rdisk(0)partition(2)\WIN… Windows XP Professional" /noexecute=optin /fastdetect

(also yours could be different by OS but the "/noexecute=optin/fastdetect" should be there).

So in the line there is "optin", but I presume your says "optout", you have to change it to "optin", then you can click "file" and save. Then restart the computer. Optin will turn in normal settings not in safemode.

I have this problem before a long time ago, I forgot what was the reason that this happens. Sometimes this method doesn't work, I just remembered it was a virus I hunt down, but I won't tell you do this method it's to complicated (if you know hijackthis you will know the method). If I were you reinstall OS. (but it might not be a virus in yours, but if this solution doesn't work reinstall OS).

Another way is doing a system restore by going to system restore go to "start", "run" then type msconfig and press enter. Then go and click "launch system restore" on the "general" tab. After that you should go to a earlier time where it never have done this issue before.

Hope I helped ;)
