you might have chosen a HIGH CONTRAST theme in windows.
see accessibility options

or
you may have clicked OFF Clear Type
or
most graphics adapters come with software that allows you to tweek the contrast/brightness/gamma values.
if you have an ati chipset then its usually called Catalyst Control Centre and under the COLOUR settings you have full control
