Open Question: Where can I buy I decent low profile graphics card?

I am willing to spend <=$80 on the GPU, and then like <=$35 on a PSI upgrade, if needed (250w power supply -or 150w I forgot- i believe) I would prefer a nation wide store in the US, and, is Newegg.com safe? Maybe I can get one off of there.Answer Question
