Open Question: How can I unlock the region codes on my computer?

I'm minoring in German, and my library offers many movies in German, but I need to be able to play a region 2 DVD. I am not interested in copying DVDs or purchasing early releases. I just want to watch the library movies as part of my homework assignments.
Does anyone know of a free software and the link to it that will unlock my region codes?
